The Welsh committee considered three options: (1) create a criminal offence of deception going to criminal courts; (2) use an existing investigative body — the Public Services Ombudsman for Wales has been mentioned and gave evidence — and bring in a civil sanction such as a fine; (3) strengthen the MS code of conduct and beef up sanctions, meaning it would be dealt with through the Senedd's disciplinary procedures. Three of four "observer" members — Lee Waters (Labour), Adam Price (Plaid Cymru) and Jane Dodds (Lib Dems) — favoured an independent process involving a criminal or civil offence. Mick Antoniw, former counsel general, had committed the Welsh government to legislating in time for the 2026 Senedd election for the disqualification of members and candidates found guilty of deception through an independent judicial process. Adam Price called the cross-party consensus "a globally pioneering step in tackling deliberate political deception".
